The Five Pillars of the Strategy

1. Infrastructure

At the heart of the strategy is the Mohammed bin Rashid Al Maktoum Solar Park, the world’s largest single-site solar energy project, which is expected to reach 5,000 MW capacity by 2030. Alongside, Dubai is also investing in innovation centers, smart grids, and advanced storage systems like concentrated solar power and large-scale batteries to ensure reliability and efficiency.

2. Legislation

Dubai is building a robust legal framework to support the shift toward clean energy. Initiatives such as Shams Dubai encourage residents and businesses to install solar panels and feed surplus energy back into the grid, ensuring greater participation from the community.

3. Funding

Financing is secured through the Dubai Green Fund, which is capitalized at 100 billion United Arab Emirates Dirhams (AED). The fund provides low-interest loans and investment opportunities to support renewable energy startups, cleantech companies, and large-scale green infrastructure projects.

4. Capacity Building and Skills

Human capital development is another priority. Dubai collaborates with international organizations such as IRENA to provide global training programs and foster expertise in renewable energy. The emirate is also investing in research and development for solar-powered desalination, sustainable building methods, and 3D printing technologies.

5. Environment-Friendly Energy Mix

Dubai’s energy mix is gradually shifting toward sustainability. By 2030, the target is 25% solar, 7% nuclear, 7% clean coal, and 61% natural gas. This will expand further to 75% clean energy by 2050, significantly reducing carbon emissions and aligning with the UAE’s long-term net-zero commitments.

Dubai has set clear, measurable milestones to ensure steady progress. By 2020, the city had already achieved a 7% clean energy share, and the next major target is 25% by 2030. More than 50 billion United Arab Emirates Dirhams (AED) has been allocated to renewable projects, underscoring Dubai’s strong financial and political commitment.

The strategy not only focuses on infrastructure but also emphasizes technological innovation. Projects in solar-powered desalination, smart grid integration, and sustainable construction are helping Dubai build a resilient urban model for the future. Importantly, all of these efforts directly support the UAE’s pledge to reach net zero carbon emissions by 2050.
