The UAE is moving from hydrogen strategy to large-scale execution, backed by 2031 and 2050 targets, major projects, and a growing focus on exports. The question is no longer simply whether the country can produce green hydrogen, but whether it can turn that capacity into a durable clean-fuel economy built around derivatives, industrial offtake, and international trade corridors.
From Ambition to Execution
The UAEโs national hydrogen strategyย targets 1.4 million tonnes of low-emission hydrogen annually by 2031 and up to 15 million tonnes by 2050, with Masdar and ADNOC positioned as key delivery platforms. This policy direction is increasingly being matched by market activity. The UAE green hydrogen market is projected to grow from around USD 70 million in 2024 to approximately USD 5.49 billion by 2035, reflecting growing investor interest. Recent 2026 announcements, including a $1 billion green hydrogen platform and new export-oriented derivatives projects, further indicate a shift from strategy toward capital deployment and infrastructure development.
The Derivatives Advantage
Pure hydrogen remains challenging to transport and store at scale. Derivatives such as green ammonia, e-methanol, and sustainable aviation fuel can provide more practical pathways into international markets.
An Abu Dhabi Chamber hydrogen report highlights the potential for competitive hydrogen and ammonia production costs by 2030, supported by the UAEโs solar resources, infrastructure, and access to capital. The emerging model is therefore not simply to export hydrogen, but to convert renewable electricity into tradable clean-fuel products and move them through established ports, shipping networks, and emerging bunkering hubs serving Europe and Asia.
This shiftโfrom hydrogen as a molecule to hydrogen as a broader fuel systemโcould become one of the UAEโs strongest competitive advantages.
Industrial Offtake and Demand Anchors
A clean-fuel economy needs reliable buyers as much as it needs production capacity. The UAE is connecting hydrogen development with hard-to-abate sectors, including green steel, refinery decarbonisation, maritime fuels, aviation, and potentially energy-intensive digital infrastructure.
Projects such as the EmsteelโMasdar green steel initiative demonstrate how domestic industrial demand can provide an anchor for hydrogen production. Long-term offtake agreements can reduce project risk, improve bankability, and give developers greater confidence to invest in large-scale renewable generation, electrolysers, storage, and export infrastructure.
At the same time, certification and standards will become increasingly important. Green hydrogen and its derivatives will need to meet the requirements of international buyers and emerging regulatory frameworks if the UAE is to establish itself as a trusted supplier in global clean-fuel markets.
Risks and Enablers
Significant challenges remain. Developers need multi-year offtake commitments, while exporters require adequate port, storage, shipping, and bunkering infrastructure. Differences in international certification systems could also complicate cross-border trade and increase costs.
The UAE nevertheless has several structural advantages: strong solar resources, established energy and logistics infrastructure, access to capital, and experience in developing large-scale energy projects. The challenge now is to convert these advantages into commercially viable projects and internationally recognised supply chains.
The UAE can build a new clean-fuel economy, but success will depend on more than electrolyser capacity. It will require competitive derivatives, bankable industrial and export offtake, robust certification, and the infrastructure needed to make green fuels tradable at scale.
